總統馬英九於當地時間14日抵達「久揚專案」第3站的海地，由海地總統馬德立（Michel Joseph Martelly）)親自接待，赴由我國花費4.7億援建的最高法院大樓落成典禮。馬英九致詞時承諾，台灣與海地是最好的朋友，在海地的重建過程中，「中華民國一定不棄不離，全力協助」。
海地2010年發生大地震，政府重要機關幾乎都倒塌，但重建進度極慢，目前僅有台灣援助的最高法院大樓完工。
馬英九表示，海地發生大地震後，中華民國不但立即派出救難隊，也協助進行重建，兩國是最好的朋友。他承諾，在未來的重建過程中，中華民國一定不棄不離，讓海地民眾能早日重返家園。
不過，他也留下但書，強調中華民國不可能全部接手重建援助工作，仍需要其他國家幫忙，我國會盡量協助部份適合由台灣協助的事項。馬英九也提到，台灣可以幫忙海地發展太陽能、技職教育等；馬德立則表示，希望台灣可以提供農業上的協助。
除了各項參訪行程外，馬英九也首日留宿海地，晚間的國宴中，馬德立邀請馬英九上台合唱，兩人一同唱了《Let it be me》與《Yesterday》後，馬德立還特別為馬英九的65歲生日獻唱，還送上大蛋糕。另外，現場樂隊則表演《Ｉpray for you》、《奇異恩典》為台灣的八仙塵爆傷者祈福。
